Regenerated bin/ci-bootstrap.sh and .github/workflows/ci.yml from horde-components template 1.3.0. Adds 'name: CI' to the jobs.ci block so the run headline reads 'CI' instead of 'ci'. Companion phar bump lands via /victim-iterate.
