docs: follow the shared guidelines through the project-setup split - #170

common-guidelines split project-setup.md and ide.md into project-setup/ as of v1.9.0, so the blob/main links here 404. The ## headings that became file titles took their anchors with them, so three of these are retargets rather than renames: #github-workflows became workflows.md, #all-projects became dependency-automation.md, and ide.md#claude-code became claude-code.md, the section having grown into the whole file. Every rewritten URL was checked live against main after the split merged, and the surviving anchors confirmed present in the moved files.
