docs: follow coding.md and python.md into guidelines/coding/ - #122

common-guidelines v1.12.0 gives guidelines/ a symmetric shape: coding/ for the always-on rules and project-setup/ for the on-demand configuration guidelines. coding.md and python.md became coding/general.md and coding/python.md. The Python Version Policy also moved back into coding/python.md, reverting the v1.11.0 change that had put it with the toolchain. So the deep links here return to a python.md anchor, one directory over from where they started. Every URL was checked live against main after the move merged, and the policy anchor confirmed present in its restored home. Co-Authored-By: Claude Opus 5 (1M context) <noreply@anthropic.com>
