Fix cloud transfers and retry failed release uploads

Fix Google Drive uploads and ambiguous-path handling, preserve Azure folder markers, and prevent FTP/SFTP deletion errors and FTPS upload truncation.

• Stream Drive uploads in chunks, recover interrupted requests, and enable Drive uploads/downloads in the CLI.
• Wait for Azure copies to finish before deleting source objects.
• Stop FTP deletion after incomplete listings, preserve SFTP symlink targets, and close FTPS connections without truncating uploads.
• Save CLI and agent binaries before publication, retry release uploads, and verify required downloads before publishing. A failed publishing job can reuse the binaries instead of rebuilding them.

Run GUI, CLI and agent builds in parallel, and add release workflow checks to CI.

Validation: 266 library tests, 7 CLI tests, local provider audits, 23 release tests, and workflow linting passed. One known Windows SSH-key permissions test was excluded. GitHub CI is still running.
