[zig16] Add DirRemove build step for downstream clients - #10

Replaces the previously available std.Build.Step.RemoveDir build step for downstream packages that need it. May revisit later - there must've been a good reason for removing from std. Also reusing std.Build's embedded Io instance where needed, instead of instantiating a new one.
