Add Kubernetes-version to the proxmox-template as a proxmox-VM-Tag

Change description.

I do not want to add kubernetes version after creation of the template manually or write a script somewhat.
With this change its possible to use this feature on default to choose images by there kubernetes version. Which makes the cluster-api workflow on proxmox more straight forward.

I'm waiting for a kubernetes-sigs member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Once the patch is verified, the new status will be reflected by the ok-to-test label.
