[CI] Build the examples academy and publish to GitHub Pages #109

Current Behavior

The user needs to build the example academy locally.

Desired Behavior

It should be live under GitHub page, which makes it easier for anyone to see it live.

Implementation

Add a workflow that publishes the academy
