fix(deps): migrate GitHub clients to go-github v91

Migrate all production clients, public SDK types, tests and mocks from go-github v89 to v91, removing the obsolete module requirement and tidying the dependency graph. Use Go1.26 native new(expression) in place of deprecated SDK pointer helpers. The reviewed REST AuthorAssociation fixture retains a narrow documented lint exception.

The CLI contract and request values are unchanged. Public Go APIs exposing SDK types now require v91 types: downstream Go embedders must update their imports and mocks. The original dependency-only change did not migrate the source imports; this head completes that migration.

Validation: full task verify (lint and race tests, 74.9% coverage), task build, focused affected-package tests, and diff checks pass. Independent review confirmed every changed Go file is limited to the migration, equivalent pointer construction, and the scoped fixture comment. Require CI on the corrected head before merge.
