docs: add self-hosted security advisory monitoring

• document the public GitHub repository-advisories API as the canonical machine-readable security feed
• explain six-hour polling, pagination, ETag caching, advisory change detection, and version comparison
• add security monitoring to the production operations checklist
• clarify that Docker Hub and running containers are not security notification or automatic-update channels

• validated docs.json parses
• ran git diff --check
• verified the unauthenticated API, ETag/304 behavior, advisory metadata, release URLs, image tags, and immutable digests
