Update cleaning data for Skyrim v1.7.99 - #3233

- Note entries with `reqManualFix` for several plugins. Not sure if these are wanted here. - Also note my comment updates. I opted for single line, but it may be preferable to add two unique comments and/or the entire mostly-redundant blocks, since the xEdit version is different for the 1.7.9900.0 duplicate findings.

The deleted navmeshes can't be cleaned from the DLCs, so we just manually replace those messages with quickClean & omit the "cleaned" messages. We also merge the Dawnguard messages since QAC does the second pass automatically. LGTM otherwise.

Strangely, GH is bugging out or my browser isn't playing nicely. "Apply suggestion" > "Commit changes" are bugging out, so I will make the changes on my end tomorrow, when I'm at my PC. Thanks for reviewing. |
- Replace first `reqManualFix` with `quickclean` and sum ITM/UDR into a single block
