Move data extraction to modm-data - #133

The data extraction for all vendors is moved to modm-data, which must be installed including its input sources. The generator only converts the extracted data into device files and verifies every merged device file against the unmerged device trees.

modm-devices becomes thus a compatibility repo for modm until the device tree format is replaced with a Python API wrapping a database of some kind.
