[stable34] ci(dav): run CalDAVTester in a Python 2.7 container - #66369

Installing Python 2.7 through pyenv compiles it from source on every job, which takes ~2.5 of the ~3.5 minutes of each of the 8 DAV jobs. Run CalDAVTester in the official python:2.7.18-slim-buster image instead; pulling it takes a few seconds.
