Adds an enhanced contrast mode preference to the admin panel, following the same pattern as the existing theme toggle.

What this does:

Adds a data-enhanced-contrast attribute to the <html> element when enabled (absent when off), alongside the existing data-theme
Detects the user's preference server-side via the Sec-CH-Prefers-Contrast request header before the first client render; falls back to the (prefers-contrast: more) CSS media query on the client
Persists the explicit choice in a ${cookiePrefix}-high-contrast-mode cookie (same pattern as theme)
Renders an "Enhanced Contrast Mode" checkbox in the account settings panel (/admin/account), below the theme toggle

Translations: enhancedContrastMode key added to all 44 supported languages.
