TypeScript 7 breaks existing toolchain

Bumping typescript to 7.0.2 is outside the typescript-eslint@8.65.0 peer range (>=4.8.4 <6.1.0) and drops the Compiler API that typescript-eslint and ts-node need. npm run build (lint then tsc) and npm run dev (ts-node) are likely to fail or crash.
