Correct referencing (both in vocabulary and with citations) from Eurostat's territorial handbooks, small area handbooks.

The [paper.md](https://github.com/rOpenGov/regions/tree/master/paper) should be a reference, long-form documentation for this, and the function descriptions and vignettes should use the vocabulary of territorial / small area statistics comprehensively.
