Burlington Hydro bills Halton Region water every other month on the same bill, with no line item for it. Its feed now sends that whole-bill total in billLastPeriod, so the HA integration priced water months as electricity, roughly doubling those months (confirmed against a PDF bill).

  • New UtilityQuirks.summaryCostFromItemizedCharges client quirk: price each bill from its itemized charges.
  • utilities.conf: on for burlington_hydro only. Other London Hydro–operated utilities that bill water may need it once checked against a bill.
  • docs/utilities/burlington-hydro.md: new Bill Cost section.
  • Regenerated native-image metadata (one extra boolean in the UtilityQuirks constructor).

Integration side: rocketraman/open-green-button-homeassistant (branch rg/burlington-itemized-cost). Either can ship first: the quirk change rebuilds Burlington entries once, and the integration's import revision 9 repeats it for entries that saw the quirk on an older version.

Testing

  • UtilityQuirksConfigTest: 2 new tests (off by default; Burlington only). All server tests pass.
  • Native binary not rebuilt or boot-tested locally.

Burlington bills Halton Region water every other month on the electricity
bill with no line item for it, and billLastPeriod now carries that
whole-bill total. The new quirk tells the HA integration to price each
bill from its itemized charges.

Regenerated native-image metadata for the new UtilityQuirks constructor
parameter.

Closing: the quirk is unnecessary. The integration now uses a bill's itemized charges whenever it has any, which fixes Burlington's water months without a server change (rocketraman/open-green-button-homeassistant#39).
