Ingest CPA latency reports over CLUSTER BALANCE LATENCY without holding the cluster election gate, and return communication-only probe targets. Use latency gains to break ties during load balancing and plan reciprocal CPA swaps when sustained bidirectional improvements are confirmed. Bypass subscription liveness database writes on home-rtt/ PING echoes to keep RTT measurements free of database contention, and add background cleanup for expired latency summaries and swap confirmations.
Cleanup clock reads run inside transactions with a context deadline, whereas snapshot clock reads run outside transactions. Check whether the statement runs in a transaction so the test callback only intercepts snapshot clock queries.
