Closes #292

Preview scenarios: not-applicable — operational cutover + docs; seeded live Neon with pillar/tenant/owner, pillar/tenant/settings during cutover

Summary

  • Upserted Neon pooled/direct URLs to Key Vault (database-url, database-url-unpooled) via Neon CLI; backed up prior Azure SQL URL as database-url-rollback-azure-sql.
  • Ran ./infra/migrate-db.sh (already up to date) and seeded tenant scenarios against Neon.
  • Deleted Azure SQL server pocpk-sql-si5fhs6dvxiha / DB pocpk; removed KV sql-admin-password and App Config secret:sql-admin-password.
  • Redeployed production API from current main (run 34352978088) so Prisma postgresql matches the Neon URL.
  • Documented the run in docs/neon-cutover-292.md.

Test plan

  • GET https://api.plattform-kit.poc.singletonsd.com/health → 200
  • GET https://api.plattform-kit.poc.singletonsd.com/health/db → 200 (after API redeploy)
  • az sql server list -g rg-poc-plattform-kit → empty
  • Human: optional App Insights / billing check; purge database-url-rollback-azure-sql when ready

Summary by Sourcery

Cut over the production API from Azure SQL to Neon PostgreSQL and remove the retired Azure SQL infrastructure and secrets.

Enhancements:

  • Update production and preview documentation and messaging to identify Neon PostgreSQL as the application database.
  • Record the Neon cutover, validation, rollback-secret retention, and Azure SQL decommissioning procedures.

Deployment:

  • Complete the production database cutover to Neon PostgreSQL, redeploy the API against the PostgreSQL Prisma client, and decommission the legacy Azure SQL resources and credentials.

Documentation:

  • Update setup, infrastructure, privacy, security-boundary, and preview documentation to reflect the Neon PostgreSQL architecture.

Tests:

  • Verify production API and database health after the cutover and confirm the Azure SQL server has been removed.

Chores:

  • Retain the former Azure SQL connection string temporarily as an audit/rollback artifact pending final purge.

Summary by CodeRabbit

Reviewer's Guide

This PR documents and finalizes the production migration to Neon PostgreSQL: it records the Key Vault connection-string switch, schema and seed verification, API redeployment, rollback retention, and Azure SQL teardown, while updating setup and infrastructure documentation to match the resulting live state.

Assessment against linked issues

Issue Objective Addressed Explanation
#292 Cut over the deployed API to Neon PostgreSQL, apply migrations and seed data, redeploy with the PostgreSQL-compatible Prisma configuration, and validate production flows including health, authentication, tenant CRUD, and outbox relay. ❌ The PR documents the Neon URL update, migration, seeding, redeployment, and successful health checks. However, it does not provide evidence for the required authentication, tenant CRUD, or outbox relay smoke tests, nor does it document the required 24–48 hour App Insights monitoring.
#292 After the cutover, decommission the obsolete Azure SQL resources and remove obsolete Azure SQL credentials and configuration while retaining a temporary rollback secret during the migration window. ✅

Explanation

The PR documents the Neon cutover, secret updates, migration and seeding, API redeployment, Azure SQL deletion, and obsolete secret removal required by #292. It does not provide evidence for the required authentication, tenant CRUD, outbox relay, 24–48 hour App Insights monitoring, or billing validation.

Resolution

Add evidence for authentication, tenant CRUD, and outbox relay smoke tests. Document the required 24–48 hour App Insights monitoring and confirm Azure billing stopped. Also document any final Azure SQL backup or explicitly record why it was not required before treating #292 as complete.

<issue_to_address>
**issue:** The updated infrastructure documentation records Azure SQL as decommissioned, but repository documentation still identifies Azure SQL as the application data store, including the public privacy policy and the production Prisma client comment in `apps/api/Dockerfile`. Readers and compliance reviewers receive contradictory statements about where application data is stored.

**Suggested fix:** Update the remaining Azure SQL references that describe production storage, while preserving references that specifically document isolated preview behavior or historical migrations.
</issue_to_address>

### Comment 2
<location path="docs/neon-cutover-292.md" line_range="10" />
<code_context>
+1. **Neon CLI** (`pnpm exec neon connection-string`) for project `round-union-05852948` / branch `production` / database `neondb`:
+   - Pooled URL → Key Vault `database-url`
+   - Direct URL → Key Vault `database-url-unpooled`
+2. Prior Azure SQL `database-url` value saved as Key Vault `database-url-rollback-azure-sql` (soft rollback window; purge when confident).
+3. `./infra/migrate-db.sh` — schema already up to date (`20260828110000_init_postgresql`).
+4. Seeded `pillar/tenant/owner` + `pillar/tenant/settings` via `packages/db/scripts/seed.mjs` against Neon (`@prisma/client`).
</code_context>
<issue_to_address>
**issue (broader_impact):** The run record calls `database-url-rollback-azure-sql` a soft rollback mechanism even though the Azure SQL database and server were deleted immediately afterward, so restoring that secret cannot roll the API back to a functioning database.

**Triggers:** When the Neon deployment needs to be rolled back after the Azure SQL deletion.

**Suggested fix:** Either retain a live Azure rollback target for the stated window or describe this secret as historical backup data rather than an executable rollback path, and document the actual recovery procedure.

```suggestion
2. Prior Azure SQL `database-url` value saved as historical backup data in Key Vault `database-url-rollback-azure-sql`; it is not an executable rollback path because the Azure SQL database and server were deleted. Recovery requires provisioning a new Azure SQL target, restoring the database from an independent backup, updating Key Vault `database-url`, and redeploying the API.
```
</issue_to_address>

  • This line references "#292" but doesn’t link it; linking makes it easier to jump to the cutover record and avoids ambiguity about whether it’s an issue or PR number.
App Service continues to resolve `DATABASE_URL` from `@Microsoft.KeyVault(.../secrets/database-url/)`. Azure SQL server/DB and `sql-admin-password` were removed in the #292 cutover (see [`docs/neon-cutover-292.md`](../docs/neon-cutover-292.md)).
