Currently, the ZMQ client will retry requests forever, which can cause it to hang if the server becomes unresponsive.
slaclab/rogue#1237 adds the option to set a maximum number of retries. We should pick an appropriate value and set that in the client configuration once that change is released. Something like keeping the 10s timeout and retrying 3 times (30s total) is probably good.
