Adds or updates only files explicitly owned by the Stuttter fleet standard. Repository-owned files are never overwritten.

Trusted workflow source: stuttter/.github@69a6d5ed01c3f85259662b8f2e4a16b2d50df16a.

The reusable release workflow references WordPress.org credentials only from its protected-environment-gated publish job.

Review and full CI are required before merge.
