Dockerfile: Fix for rust:1 update to Trixie

I was unable to build a new docker image for testing #361, as I was seeing:

liblzma.so.5: cannot open shared object file: No such file or directory

I think this is partially due to the recent change to a distroless image #337, then when rust:1 recently rebased to a Trixie image, the cc-debian12 (Bookworm) runtime and Trixie build stage were conflicting with their glibc versions.

I've updated the Dockerfile to force rust:1-trixie for the build and cc-debian13 for the runtime (so both Trixie). I've removed default-features from the Cargo.toml to ensure liblzma.so.5 and bzip2 aren't needed (unused).
