perf(keychain): sort scope keys during validation

[klkvr]

Uses sorted copied key vectors for T11 account-keychain target, selector, and recipient duplicate checks while retaining the pre-T11 HashSet path for historical reexecution.

On 65,536-entry duplicate-tail inputs, median validation fell from 2.40 ms to 0.57 ms for selectors and from 2.41 ms to 1.42 ms for addresses on an M4 Max. Complements #7270.
