ubuntu-latest is now Ubuntu 26.04. ruby/setup-ruby reports that runner as self-hosted, and there's no prebuilt Ruby 3.2.0 (our .ruby-version) for 26.04: ruby-builder ships 3.2.0 only for 22.04 and 24.04. Bumping setup-ruby (26.04 support landed in v1.314.0) wouldn't help, because 3.2.0 still has no 26.04 binary.

Since today's 15:50Z merge, lint and test fail at setup on every run, and Publish Gem (ubuntu-latest plus the same setup-ruby pin) would fail the same way. A release would tag a version that never reaches RubyGems.

Change: pin runs-on to ubuntu-24.04 in ci.yml (3 jobs) and publish-gem.yml. ci: is hidden from release-please, so this doesn't alter the open release: 6.12.0 PR's notes.

Follow-up (not here): moving to a Ruby with 26.04 builds (e.g. 3.4.x) means changing .ruby-version, which affects the SDK's tested Ruby.

ubuntu-latest moved to 26.04, and ruby/setup-ruby has no Ruby 3.2.0 build for it
(ruby-builder ships 3.2.0 for 22.04 and 24.04 only), so lint, test, and Publish
Gem all fail at setup with "runner detected as self-hosted". Pin runs-on to
ubuntu-24.04 in ci.yml and publish-gem.yml. Moving off 26.04's gap for good means
bumping .ruby-version, which is a separate change.
