Add RiftCache.Azure composed entry point with Blob-backed persistence - #17

Layers AzureBlobPersistenceProvider on top of AddRiftCacheCore() via a new src/RiftCache.Azure project, failing fast if RIFTCACHE_BLOB_CONTAINER_URL is unset. Adds Dockerfile.azure to build it, and an opt-in enableBlobPersistence toggle in the Bicep template that provisions Blob Storage + Storage Blob Data Contributor role assignment and wires the container URL in when set. Closes out the last unchecked Phase 1 roadmap item. Co-Authored-By: Claude Sonnet 5 <noreply@anthropic.com>
