feat(eve): add local trace inspection commands

Summary

• add eve trace to show the most recent local trace, or select one by trace id, session id, or prefix
• add eve trace ls for newest-first summaries with optional JSON output
• render sanitized agent/AI/user span trees from immutable OTLP/JSON segments
• tolerate malformed, oversized, missing-parent, and cyclic data without hiding valid spans
• document inspection commands that work while eve dev is running or after it exits

Scope

This PR is a read-only inspection layer over PR #1244. It does not add a database, retention, export, or graphical UI, and it does not change tracing semantics or production instrumentation.
