feat(eve): sketch deferred channel deliveries

Summary

Adds a cross-channel delivery decision contract with explicit dispatch, defer, and drop actions. Deferred normalized StepInput values are stored durably and forwarded as context with the next dispatched delivery.

The Slack threadParticipation adapter uses defer for respond: false. Its attributed Slack text is replayed as context, mirroring Slack historical lookup while preserving the later triggering message as the turn input.

The buffer keeps the newest 12 inputs. drop leaves the existing deferred buffer unchanged. Structured logs record defer, drop, overflow, and forwarding counts without message text; Slack adds thread/message/session identifiers and an optional participation reason.
