Bumps the root package to 3.4.0 and dates the release notes.

The release is one new setting, MANAGED_TEMPLATE_BACKEND_NAME, in vintasend-templates-management-api (vintasoftware/vintasend-templates-management-api#5). Every other package is released at 3.4.0 unchanged, as the family releases in lockstep. scripts/bump_version.py minor also bumped the submodules; scripts/release_all.py relocks, commits and tags them wave by wave after this merges.
