Disabled by default - Based on the type of feature, we might decide what to do, so I feel we don't need to add disabled/enabled by default WDUT?

Purpose of this pull request
Adds documentation and a release note for the new Manage Features capability for MSSP administrators (SUMO-274009), releasing 2026-06-23.
Changes:
manage-orgs-for-mssps.md— New Manage features section covering opt-in and opt-out workflows. MSSP parent org administrators can now enable or disable specific Sumo Logic features for individual child organizations directly from the Organizations UI via Manage Account > More Actions > Manage Features, without needing to contact Sumo Logic support.blog-service/2026-06-23-manage.md— Service release note for the feature.Select the type of change
