GH-168: Django-y Solution to Template Inheritance

- Warning: GH-168's test case has not been tested.
- Caveat: Requires `CUSTOM_ASSET_DIR` be added to `settings_custom.py`'s
- Benefit:
    - Remove need for per-site paths in CMS_TEMPLATES.
    - Might be required for #355.
