Adds a Romanian locale for r2modman.
Overall, the target was to keep the same meaning and intent as the original English text. It's not a 1:1 translation, since there are some places in which the wording is slightly different to make it more readable in Romanian.
I did some testing and the translation does work within the app, but I haven't yet done a thorough self-review of the text. There are also some hardcoded English texts in the source code that I assume will need i18n changes, and the base branch is itself in draft state, so I'll be putting this one in draft state and update it as needed until everything is ready.
Some notes on the translation itself:
mod-uri- not sure if this needs to use a hyphen, but the wordmoduriin Romanian itself already means "ways [to do something]", so I'm using a hyphen to make it clearer that it's about game mods.Epic Games Storeand other specific things I can't remember.
