Set up comprehensive testing environment for Cyborg PCI drivers:

Add nova-operator-tempest-multinode-centos-10 base job
Update Cyborg tempest job to use CentOS 10 with PCI simulator modules
Configure Cyborg agent with pci_driver enabled via ConfigMap
Implement pre-deployment playbook to build fake PCI SRIOV modules
Add post-deployment resource playbook for device profile creation
Include tempest overrides for Cyborg PCI device profile testing
